CONSTRUCTION NOTICE
The City of Palos Verdes Estates (City) awarded a construction contract to Cali State Paving, Inc. in the amount of $236,800 at the October 28, 2025, City Council Meeting for the Structural Repairs for Existing Retaining Wall on Palos Verdes Drive West Project (Project). The Project is scheduled to start work late February 2026 and completion in July 2026. Working hours are 7:00 A.M. to 4:00 P.M. Monday through Friday, and 8:00 A.M. to 4:00 P.M. on Saturdays (if necessary).
Scope of Work
In 2008, a stabilization wall along Palos Verdes Drive West (west of Via Montemar) was designed to support the roadway while accommodating natural downslope movement. Although the original design included shotcrete protection for the shoring components, it was not implemented. Since project completion in 2010, the shoring boards have become exposed and deteriorated.
In 2022, the City engaged GMU to assess the wall’s condition. GMU’s January 16, 2023, report presented three conceptual remediation alternatives with cost estimates. Following City Council review, Staff was directed to consider the repair option involving the exposure and removal of the damaged lagging boards and the placement of engineered reinforced concrete along the wall face.
In 2024, the City engaged NV5 to prepare design plans, specifications, and estimates for the project. The project involves maintenance repairs to the existing retaining wall on Palos Verdes Drive West. Work will include applying a reinforced shotcrete layer to the face of the existing wall. To carry out repairs, some vegetation will need to be cleared, and grading will be necessary to install a temporary access road extending from the dead-end of Paseo Del Mar. After repairs are completed, the temporary access road will be removed, and the area will be restored, including replanting vegetation, similar to its existing condition.
During Construction
Cali State Paving, Inc. will make every effort to keep driveways to all residences and businesses open at all times, but there may be a time when a driveway may be temporarily inaccessible. Cali State Paving, Inc. will try to minimize any inconvenience to your business and residence. Emergency vehicles and all other services will have access throughout the duration of the Project. There will be “No Parking” signs posted throughout the project at least 48 hours in advanced indicating the specific dates work that will be performed in that area.
During construction, access to through traffic may be delayed and we ask the following:
- Be sure to remove your vehicle from the street by the posted time on the “NO PARKING” signs.
- Observe the date(s) on the signs carefully.
- Please do not park your vehicles on the roadway.
- Please do not allow water to run on the roadway.
- Trash pickup will NOT be disrupted, but please do not place trash cans or other debris in the roadway.
During construction, the Blufftop trail will be closed. The sidewalk along Palos Verdes Drive West may be closed intermittently. No street closures are planned on Palos Verdes Drive West.
