The City of Palos Verdes Estates (City) awarded a construction contract with American Asphalt South for the FY 24/25 Slurry Seal Project (Project) within the Valmonte and Lunada Bay Areas. The Project is scheduled to start work mid-July with the application of the slurry seal treatment on the streets included in the project scheduled to start on July 29th, 2025.

SCOPE OF WORK

The Project includes the following work:

  • Removal and placement of pavement striping and markings;
  • Asphalt patching;
  • Crack seal to fill cracks prior to slurry seal placement
  • Slurry seal application, curing and monitoring;

INFORMATION ON SLURRY SEAL

“Slurry Seal” is a mixture of liquid asphalt and sand applied to streets to protect asphalt and subgrade from water damage, ultraviolet rays, increase skid resistance, and extend the life of the existing pavement. When the slurry seal is applied, it appears light brown in color. As the mix becomes exposed to heat and sunlight, the color eventually changes to black. The rough appearance of the slurry seal is not the same as that of a newly overlayed street. Residents can expect some shedding of tiny rocks for 4 to 6 weeks after the application of the treatment. This is normal for slurry seal and will be collected during street sweeping operations. It takes several months for the slurry seal to completely cure. Vehicular movement on recently treated streets will cause tire tracks called power steering marks along the street. While this will affect the appearance of the street, it will disappear with time.

STREET CLOSURES & NO PARKING

On the day of the slurry seal placement, residential streets will be closed entirely to all vehicles. Some streets will be slurry sealed in stages to allow for through access. “NO PARKING” signs with the exact date of the closure will be posted adjacent to the work areas 48 hours in advance. In most instances, the street will be reopened by 4:00 PM.

Please help ensure that the slurry seal application can cure properly by observing the following best practices:

  • On the day of the slurry seal application, be sure to remove your vehicle from the street by the posted time on the “NO PARKING” signs. Observe the date(s) on the signs carefully.
  • Please do not drive on the slurry seal until it cures, and the road is reopened to traffic.
  • Please do not run the sprinkler system on your property the day of the slurry seal operation and 24 hours after it is completed to prevent water running off into the street. Running water will ruin the product.

TRASH PICK UP AND STREET SWEEPING

The Contractor will coordinate with Athens to allow for normal trash pickup operations or for trash pickup prior to the street closure. Street sweeping will be suspended during the slurry seal to allow for the street to properly cure. Vehicles will not be cited on street sweeping days in the areas affected by the slurry seal project.
