Project Overview

The City of Palos Verdes Estates awarded a construction contract to Pavement Coatings Co. for the FY25/26 Annual Slurry Seal Project within the Lunada Bay area.

Preparatory work is scheduled to begin on July 13, 2026. Application of the slurry seal treatment is scheduled to begin on August 3, 2026, and the Project is anticipated to be completed by August 28, 2026.

Working hours are 7:00 A.M. to 4:00 P.M., Monday through Friday. The schedule may change due to weather, construction conditions, or other unforeseen circumstances.

Scope of Work

The Project includes:

• Slurry seal application, curing, and monitoring.
• Crack sealing to fill pavement cracks before slurry seal placement.
• Localized asphalt patching.
• Removal and replacement of pavement striping and markings.

What Is Slurry Seal?

Slurry seal is a mixture of liquid asphalt and sand that is applied to streets to protect the asphalt and underlying roadway from water damage and ultraviolet rays. It also helps increase skid resistance and extends the life of the existing pavement.

When slurry seal is first applied, it may appear light brown. As the material is exposed to heat and sunlight, it will gradually turn black. The finished surface will have a rougher appearance than a newly overlaid street.

Residents may notice some shedding of small rocks for approximately four to six weeks after application. This is normal and the loose material will be collected during future street-sweeping operations. The slurry seal may take several months to fully cure.

Vehicle movement on recently treated streets may also create temporary tire marks, commonly called power-steering marks. Although these marks may initially affect the appearance of the street, they will fade over time.

Street Closures and No Parking

During slurry seal application, vehicle and pedestrian access within the work area will be temporarily restricted until the new surface has adequately cured.

Because many streets in the City do not have sidewalks, residents who walk, jog, walk dogs, ride bicycles, use strollers, or participate in other outdoor activities may encounter temporary closures and detours.

“No Parking” signs showing the exact closure date will be posted near the work area at least 48 hours in advance. A door-hanger notice will also be distributed to affected homes. In most cases, streets will reopen by 4:00 P.M. or after the pavement is fully dry.

How Residents Can Help

Please help ensure the slurry seal can cure properly by following these instructions:

• Avoid the active work area and follow all posted signs and traffic-control directions.
• Use alternate routes until the roadway has reopened to the public.
• Remove vehicles from the street by the time shown on the posted “No Parking” signs.
• Carefully verify the date shown on the signs, as adjacent streets may be scheduled on different days.
• Do not drive, walk, bicycle, or travel across wet slurry seal.
• Do not operate sprinkler systems on the day of application or for 24 hours afterward.
• Prevent irrigation water or other runoff from entering the street, as water can damage the slurry seal material.

Trash Pickup and Street Sweeping

The contractor will coordinate with Athens Services to allow for normal trash pickup operations or to arrange for trash pickup before the affected street is closed.

Street sweeping will be temporarily suspended in affected areas to allow the slurry seal to properly cure. Vehicles will not be cited on scheduled street-sweeping days in areas affected by the slurry seal Project.
