What is Meant by an Encroachment?  

It is prohibited to erect, place, construct, establish, plant, or maintain any structure, vegetation, or object on public property or public rights-of-way without a permit from the Public Works Department. Since most right-of-way are not fully paved, property lines may not align with the edge of the pavement. To determine the exact location of a property line and the dimension of the adjacent right-of-way, please contact the Homes Association or consult with a registered land surveyor.
