Code Enforcement in Palos Verdes Estates

It is the mission of Code Enforcement to serve the community by working in partnership with residents, business owners, and visitors of Palos Verdes Estates to promote and maintain a safe and desirable environment. Through fair and unbiased enforcement, the department helps preserve the community’s quality of life and uphold local standards.

The Palos Verdes Estates City Council has adopted Municipal Codes specifically designed to address public nuisances, nonstandard construction and encroachments, and to support a clean, well-maintained community. These codes are a vital tool in preventing blight and protecting the appearance and value of our neighborhoods.

By enforcing these standards, the City aims to enhance the overall experience for those who live in, work in, and visit Palos Verdes Estates, ensuring a safe, attractive, and vibrant community for all.

Code Enforcement Process

A complaint/request for inspection is made to Code Enforcement.
Code Enforcement Officer conducts an inspection.
If violation(s) is/are found, a Courtesy Notice of Violation is issued giving the responsible party time to comply.
After the compliance date, another inspection is conducted to verify compliance. If the violation(s) still exists, there are different possible options depending on the nature of the case and violation( s). These options include:
An extension may be issued if there is significant process or effort by the responsible party to achieve compliance.
A Second Notice of Violation may be issued.
The Administrative Citation process may be initiated.
The case may be forwarded to the city Attorney’s Office for further action.

Realtors Requirements

Real estate must be placed a minimum of ten feet (10’) from the edge of the roadway or curb adjacent to private property. All signs/postings affiliated with real estate sales are strictly prohibited on public property such as City Parkland, street medians, and parks. The posting of commercial or non-profit advertising signs is strictly prohibited on public property.

Why can’t I leave my trash cans out?

The City’s municipal code requires its refuse haulers to retrieve your trash, recycling, and green waste containers directly from your concealed trash enclosure. All specified trash containers must be out of the public view at all times. The main reasoning for this is due to the vermin that are within the City and would create a huge mess along our streets if the cans were not within an enclosure.

What is the City’s real estate sign policy on size and color?

The City of Palos Verdes Estates does not enforce size and color regulations with respect to real estate signs. Please contact the Palos Verdes Homes Association, (310) 373-6721, so they can assist you with your questions.

I am having a yard sale this weekend. Do I need a permit and can I put signs up to advertise the sale?

You do not need a permit to conduct a yard sale. However, you may only place signs on your property where the sale is occurring. Yard sale signs must be placed a minimum of ten feet from the roadway or curb. (Banners are not allowed) No signs are allowed on public property or attached to telephone poles, trees or other existing signs. The best way to advertise a yard sale is through your local newspaper.

My neighbor’s dog barks at all hours both day and night. What can I do?

Animal complaints, including barking dogs, are handled by the Palos Verdes Estates Police Department. They can be reached at (310) 378-4211.

How do I report a Code Enforcement concern?

They are building a new home behind my house and are working on Sunday. Is this allowed?

No. Permitted and approved construction activity is only allowed between the hours of 7 a.m. and 7 p.m. Monday through Thursday and from 7 a.m. to 5:30 p.m. on Friday. On Saturday it is allowed between 9:00 a.m. to 5:30 p.m. No construction activity is allowed on Sunday.

Palos Verdes Estates' Code Enforcement officer deals with suspected code violations. Your contact information will be required to communicate the status of the investigation or to obtain needed follow up information. Your identity will be kept confidential by the Code Enforcement Officer, to the maximum extent allowed by the law.
