What is the Organizational Work Plan?

The Organizational Work Plan is reviewed by the City Council and provides policy direction for implementation by the City Manager. City resources and staff are directed by the City Manager toward the major policy goals, objectives and actions identified in the Organizational Work Plan. Department work plans are updated to reflect new projects, priorities and initiatives. Periodic amendments to the department work plans and Organizational Work Plan are made and reviewed during the annual budget adoption and mid-year review of the budget.

Fiscal Sustainability

The City of Palos Verdes Estates is focused on ensuring long-term financial health through a combination of responsible budgeting, strategic planning, and pursuit of external funding. Key initiatives include exploring a replacement for Measure E, addressing the structural deficit, developing a pension management strategy, and identifying critical funding priorities. The City is also working to modernize financial systems and adopt best practices in municipal accounting.

Public Safety

Public safety remains a top priority. The City will continue its full support for the Palos Verdes Estates Police Department and coordinate with LA County Fire and California Water Service to improve hazard mitigation and emergency readiness. Additional plans include updating disaster preparedness protocols, exploring the renovation of the public safety building, and assessing wildfire mitigation strategies such as the potential deployment of a helopod.

Infrastructure, Facilities, and Open Space

Enhancing and maintaining infrastructure is a cornerstone of the City’s organizational workplan. Projects include the development of a Multi-Year Capital Improvement Plan, renovations to City Hall and the Police Department, and upgrades to Audio/Visual technology in Council Chambers. The City will also advance a tree inventory and urban forest plan, improve traffic safety at key intersections, and explore collaborations to enhance regional connectivity and disaster response capabilities.

Land Use and Housing

The City is proactively addressing state housing mandates while working to preserve Palos Verdes Estates' distinctive character. This includes strategic coordination with the Palos Verdes Homes Association, planning for future RHNA cycles, and engaging legal and legislative support. Efforts will focus on both policy compliance and maintaining alignment with the values and needs of local residents.

Recruitment and Retention of Quality Staff

To maintain high-quality services, Palos Verdes Estates is prioritizing the recruitment and retention of experienced, skilled staff. Immediate goals include hiring a permanent Public Works Director and Finance Director, improving customer service systems, conducting staffing reviews, and expanding training and development programs. A strong focus is also being placed on building a supportive workplace culture that encourages professional growth and retention

Good Governance

The City is enhancing internal decision-making processes to promote transparency, accountability, and effective leadership. This includes developing a structured priority framework to align Council actions with strategic goals, improving understanding of Council-staff collaboration, and creating onboarding tools for new Councilmembers. These efforts aim to ensure that government operations reflect community needs and foster trust.

Public Communication and Outreach

Strengthening engagement with residents is essential to building public trust and civic participation. The City will implement new communication strategies, improve access to information, and develop processes that allow earlier and more meaningful input on key issues. Enhancements to agenda-setting and digital outreach will help ensure that community voices are heard and valued.

Staff Priorities

City staff are advancing key infrastructure efforts to address longstanding maintenance issues. These priorities include fulfilling the requirements of a consent decree related to improvements in the Lunada Bay area and resolving water intrusion problems affecting Malaga Cove. Both projects are essential for preserving public assets and protecting the quality of life in Palos Verdes Estates.
