City Council Places Citizen-Initiated Measure on June 2, 2026 Ballot
Palos Verdes Estates, CA — At its February 24, 2026 meeting, the Palos Verdes Estates City Council adopted required resolutions formally placing a citizen-initiated public safety parcel tax measure on the June 2, 2026 municipal ballot.
The initiative was submitted by a resident-led group PVE Residents for a Safe, Secure Future in September 2025. In February 2026, the Los Angeles County registrar recorder’s office informed the City that the proposed initiative gathered the required number of valid signatures to qualify the measure for the ballot under the California Elections Code. As is standard practice for citizen-initiated measures, the ordinance accompanying the petition was drafted by the initiative proponents.
Signature verification conducted through the County Registrar confirmed that the petition met the legal threshold required to place the measure before voters. The proponents, represented publicly by Christian Campisi, submitted signatures exceeding the minimum requirement.
The City Council did not take a policy vote on the measure. The City Council’s role is procedural and required by state law. Under state law, the Council’s role in a citizen-initiated measure is limited to procedural actions, including:
- Acknowledging receipt of the petition
- Directing staff to complete required statutory steps
- Taking formal action to call a special municipal election and place the proposed measure on the ballot so voters may decide the issue
The proposed measure would extend the City’s Measure E parcel tax funding mechanism for public safety services for ten years at a rate of $990 plus 67¢ per square foot of building improvements, with annual adjustments as specified in the ordinance. The measure is intended to replace the City’s existing Measure E parcel tax, which was approved by voters in 2018 and is scheduled to expire on June 30, 2027.
According to the citizen initiative, the measure would provide funding focused on public safety services, including police, fire, and maintaining emergency response times. The ordinance also includes provisions for annual reporting, independent financial audits, and a citizen’s oversight committee.
The Special Municipal Election will be consolidated with the Statewide Primary Election on June 2, 2026. The City will coordinate with the Los Angeles County Registrar-Recorder/County Clerk to implement the election process and ensure all required deadlines are met.
