REGULAR MEETING OF THE TRAFFIC SAFETY COMMITTEE
OF THE CITY OF PALOS VERDES ESTATES, CALIFORNIA

Any person having any question concerning any agenda item may call the City Clerk to make an inquiry concerning the item. The Traffic Safety Committee, at the direction of the Committee Chair with concurrence of the Committee, may modify the order of items shown on the agenda. Note: Agenda topics may be continued to future Traffic Safety Committee meetings.

The decisions of the Traffic Safety Committee are advisory to the City Council, and the City Council will take formal action to approve or deny said decisions at their next available meeting. Interested persons who wish to object to the decision may speak to the Council with their concerns. As these decisions are typically on the Consent Calendar, the person must ask the Council during the appropriate time at the beginning of the meeting to "pull" the item from the Consent Calendar for discussion.

Members of the audience are invited to address the Committee at this time on items that are not otherwise on the agenda. Per the California Government Code Section 54954.2, the Traffic Safety Committee is prohibited from discussing or taking immediate action on any item not on the agenda unless it can be demonstrated that the item is of an emergency nature, or the need to take action arose subsequent to the posting of the agenda.

NEW BUSINESS

1. TRAFFIC STUDY RECCOMENDATIONS FOR CHELSEA LANE & YARMOUTH INTERSECTION

Recommendation: Staff recommends that the Traffic Safety Committee forward a recommendation to the City Council approving installation of all-way stop control at the intersection of Yarmouth Road and Chelsea Road in accordance with the Palos Verdes Estates Municipal Code and the California Manual on Uniform Traffic Control Devices (CA MUTCD). Residents submitted a traffic calming request citing high vehicle speeds along Yarmouth Road, limited sight distance due to parking and landscaping, and difficulty for pedestrians crossing the intersection, which serves a residential neighborhood and a pedestrian route to Palos Verdes High School. An engineering study was conducted consistent with CA MUTCD requirements, including traffic counts, speed surveys, collision history review, and sight-distance evaluation. Although traffic volumes and collision history did not meet CA MUTCD warrants, the intersection satisfies the warrant related to restricted sight distance, supporting all-way stop installation. If approved, the work would include placement of two additional stop signs, associated warning signs, pavement markings, striping improvements, and public notification.
