Copies of the staff reports or other written documentation relating to each item of business referred to on the agenda are on file in the office of the City Clerk and are available for public inspection. If applicable, materials related to an item on this agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the City Clerk's office during normal business hours. Any person having any question concerning any agenda item may call the City Clerk to make inquiry concerning the item. Upon request, the agenda and documents in the agenda packet can be made available in appropriate alternative formats to persons with a disability in compliance with the Americans with Disabilities Act. The City Council welcomes and encourages public participation at the Council meetings; however, to allow for the orderly progression of business, each person wishing to comment or make a presentation shall be limited to up to three (3) minutes. Anyone wishing to address the City Council is requested to fill out a green speaker's card available at the entry of the meeting room. The card permits the City to identify persons for purposes of City Council minute preparation. Please see specific agenda sections below for any other requirements related to meeting participation. The City Council, at the direction of the Mayor with concurrence of the Council, may modify the order of items shown on the agenda.

1. APPROVAL OF THE PARKLANDS COMMITTEE ACTION MINUTES FOR THE JULY 9, 2026, MEETING
Recommendation: Staff recommends that the City Council approve the Parklands Committee Action Minutes for July 9, 2026
2. APPROVAL OF WARRANTS
Recommendation: Staff recommends that the City Council review and approve August 11, 25 and September 8, 2026, Warrant Registers.
3. RECEIVE AND FILE FINANCIAL STATEMENTS FOR THE MONTH ENDING JUNE 30, 2026
Recommendation: Receive and file financial statements for the month ending June 30, 2026.
4. APPROVAL OF A FISCAL YEAR 2025-26 BUDGET AMENDMENT TO ALIGN THE CITY’S BUDGET WITH APPROVED METRO MTA FUNDING AWARDS
Recommendation: Staff recommend that the City Council approve a Fiscal Year (FY) 2025-26 budget amendment to align the City's adopted budget with approved Los Angeles County Metropolitan Transportation Authority (Metro) funding awards. The proposed amendment will adjust revenue and expenditures appropriations to reflect the updated Metro approved projects.
5. APPROVE THE MAYOR’S LETTER REQUESTING GOVERNOR NEWSOM VETO ASSEMBLY BILL 1383 (MCKINNOR) REGARDING PUBLIC EMPLOYEE RETIREMENT BENEFITS
Recommendation: Staff recommends that the City Council approve the attached letter from the Mayor requesting that Governor Newsom Veto Assembly Bill (AB) 1383, Public Employee Retirement Benefits. The Mayor signed and submitted the letter consistent with the City Council's previous direction to oppose the legislation.
6. MODELING OF BUDGET CUTS AND ASSOCIATED IMPACTS TO ELIMINATE OPERATING BUDGET DEFICIT
Recommendation: Staff recommends that the City Council receive and file this information report. If desired, Council may review and provide direction on these Fiscal Year 2026/27 conceptual budget reductions.
7. CITY COUNCIL CONSIDERATION OF A SPECIAL CITY COUNCIL TOWN HALL MEETING ON SEPTEMBER 24, 2026, AND APPOINTMENT OF THE MAYOR AND MAYOR PRO TEM TO WORK DIRECTLY WITH STAFF ON PRESENTATION MATERIALS AND EVENT FORMAT
Recommendation: Staff recommends that the City Council consider the Mayor and Mayor Pro Tem's request to host a Special City Council meeting Town Hall event on September 24, 2026. The proposed Town Hall would focus on the City's fiscal condition, budget challenges, and long-term financial outlook.
8. COMPUTERIZED MAINTENANCE MANAGEMENT SYSTEM (CMMS), CITIZEN ENGAGEMENT, AND ASSET MANAGEMENT PROGRAM UPDATE
Recommendation: Receive and file a presentation regarding the implementation and utilization of the City's IWorQ Computerized Maintenance Management System (CMMS), including citizen engagement activities, work order management performance, and asset inventory development.
9. REVIEW OF CONTRACTS WITH REOCCURING GENERAL FUND ANNUAL EXPENDITURES OVER $100,000
Recommendation: Staff recommends that the City Council receive and file this report summarizing ongoing agreements with recurring General Fund expenditures exceeding $100,000 annually.
10. ORDINANCE NO. 773 ESTABLISHING AN OFFICIAL INFORMATIONAL NOTICE REGARDING THE PALOS VERDES HOMES ASSOCIATION, PROTECTIVE COVENANTS, CONDITIONS AND RESTRICTIONS (CC&Rs), AND THE CITY’S INDEPENDENT PERMIT PROCESSES, AND ADDING RELATED CHAPTER 5.30 TO THE MUNICIPAL CODE
Recommendation: Staff recommends that the City Council: (1) After the title is read by the City Attorney, introduce on first reading Ordinance No.773 establishing an official informational notice regarding the Palos Verdes Homes Association, protective covenants, conditions and restrictions, and the City's independent permit process, adding Chapter 5.30 to the municipal code and finding the same exempt from the California Environmental Quality Act, and (2) Direct Staff to schedule second reading and adoption of Ordinance No 773 for the September 22, 2026, City Council regular meeting
11. SECOND AMENDMENT TO CITY MANAGER EMPLOYMENT AGREEMENT
Recommendation: Authorize the Mayor to sign the second amendment to the employment agreement with City Manager Kerry Kallman.
