Copies of the staff reports or other written documentation relating to each item of business referred to on the agenda are on file in the office of the City Clerk and are available for public inspection. If applicable, materials related to an item on this agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the City Clerk's office during normal business hours. Any person having any question concerning any agenda item may call the City Clerk to make inquiry concerning the item. Upon request, the agenda and documents in the agenda packet can be made available in appropriate alternative formats to persons with a disability in compliance with the Americans with Disabilities Act. Please contact the City Clerk at 310-378-0383, at least 48 hours prior to the meeting to request a disability-related modification or accommodation.

The City Council welcomes and encourages public participation at the Council meetings; however, to allow for the orderly progression of business, each person wishing to comment or make a presentation shall be limited to up to three (3) minutes. Anyone wishing to address the City Council is requested to fill out a green speaker's card available at the entry of the meeting room. The card permits the City to identify persons for purposes of City Council minute preparation. Please see specific agenda sections below for any other requirements related to meeting participation. The City Council, at the direction of the Mayor with concurrence of the Council, may modify the order of items shown on the agenda.

This portion of the agenda is reserved for comments from the public on items which are NOT on the agenda. Due to state law, no action can be taken by the Council this evening on matters presented under this section. If the Council determines action is warranted, the item may be referred to staff or placed on a future Council agenda.

CONSENT AGENDA (ITEMS 1 – 6)

All items under this heading are considered to be routine and will be enacted by one motion unless a Councilmember or staff requests that an item be removed for separate discussion. Any item removed from the Consent Agenda will be considered immediately following the motion to approve the Consent Agenda.

1. APPROVAL OF WARRANTS

Recommendation: Staff recommends that the City Council review and approve May 12, 2026, Warrant Register.


2. RECEIVE AND FILE FINANCIAL STATEMENTS FOR THE MONTH ENDING MARCH 31, 2026

Recommendation: Staff recommends the City Council receive and file financial statements for the month ending March 31, 2026.



3. CITY COUNCIL MEETING ACTIONS

Recommendation: Staff recommends that the City Council approve the minutes for the April 28, 2026, Regular City Council Meeting


4. CONSIDERATION OF RESOLUTION NO. R26-15 JOINING THE CALIFORNIA JPIA’S COALITION TO PROTECT COMMUNITY SERVICES

Recommendation: Staff recommends that the City Council adopt Resolution No. R26-15 supporting the Coalition to Protect Community Services and authorizing the Mayor to sign a letter of support on behalf of the City.





5. ADOPTION OF A RESOLUTION AUTHORIZING THE APPROVAL OF THE "ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017" PROPOSED PROJECT LIST FOR FY 2026-27

Recommendation: Staff recommends that the City Council: 1. Adopt Resolution R26-16 authorizing the approval of the "Road Repair and Accountability Act of 2017 (Senate Bill 1)" Proposed Project List for the City of Palos Verdes Estates; and 2. Direct the City's Public Works Director to submit the Project List and supporting documentation to the California Transportation Commission (CTC).





6. CONSIDERATION OF CONTRACT CHANGE ORDER NO.1 TO THE CONSTRUCTION CONTRACT WITH CALI STATE PAVING FOR THE STRUCTURAL REPAIRS FOR EXISTING TIEBACK SHORING STABILIZATION WALL ON PALOS VERDES DRIVE WEST PROJECT (PW-704-23) IN AN AMOUNT OF $37,361.86; APPROPRIATE ADDITIONAL FUNDS IN THE AMOUNT OF $37,361.86 FROM TRANSIT PROP C FUNDS; AND AUTHORIZE THE CITY MANAGER TO EXECUTE ALL CONTRACT DOCUMENTS

Recommendation: Staff recommends that the City Council adopt Resolution R26-17 to: 1. Approve Contract Change Order (CCO) No.1 to the construction contract with Cali State Paving for the Structural Repairs for Existing Tieback Shoring Stabilization Wall on Palos Verdes Drive West Project (PW-704-23) in an amount of $37,361.86; 2. Approve additional in the amount of $37,361.86 from Transit Prop C funds; and 3. Authorize the City Manager to execute all contract documents.




OLD BUSINESS

7. PRESENTATION OF DRAFT FISCAL YEAR 2026-27 GENERAL FUND OPERATING BUDGET AND DRAFT CAPITAL IMPROVEMENT PROGRAM (CIP) FOR FISCAL YEAR 2026/27 - FISCAL YEAR 2030/31

Recommendation: Staff recommends that the City Council discuss and provide final direction on the Draft Fiscal Year 2026-27 General Fund Operating Budget as well as the Draft Capital Improvement Program (CIP) for Fiscal Year (FY) 2026/27 through FY 2030/31.
