Copies of the staff reports or other written documentation relating to each item of business referred to on the agenda are on file in the office of the City Clerk and are available for public inspection. If applicable, materials related to an item on this agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the City Clerk's office during normal business hours. Any person having any question concerning any agenda item may call the City Clerk to make inquiry concerning the item. Upon request, the agenda and documents in the agenda packet can be made available in appropriate alternative formats to persons with a disability in compliance with the Americans with Disabilities Act. The City Council welcomes and encourages public participation at the Council meetings; however, to allow for the orderly progression of business, each person wishing to comment or make a presentation shall be limited to up to three (3) minutes. Anyone wishing to address the City Council is requested to fill out a green speaker's card available at the entry of the meeting room. The card permits the City to identify persons for purposes of City Council minute preparation. Please see specific agenda sections below for any other requirements related to meeting participation. The City Council, at the direction of the Mayor with concurrence of the Council, may modify the order of items shown on the agenda.

| 4. | APPROVE THE RECOMMENDATIONS OF THE TRAFFIC SAFETY COMMITTEE OF MARCH 4, 2026, MEETING RELATING TO TRAFFIC IMPROVEMENTS AT THE INTERSECTION OF YARMOUTH ROAD AND CHELSEA ROAD Recommendation: Staff recommends that the City Council approve the Traffic Safety Committee recommendation from its March 4, 2026, meeting to install all-way stop control at the intersection of Yarmouth Road and Chelsea Road, pursuant to the Palos Verdes Estates Municipal Code and the California Manual on Uniform Traffic Control Devices and authorize the Public Works Director to proceed with implementation. |
| 5. | CONSIDERATION OF SPECIAL EVENT APPLICATION FOR SCHOOL OF ROCK PALOS VERDES SPRING SHOWCASE AT LUNADA BAY PLAZA SCHEDULED FOR SATURDAY, JUNE 6, 2026 . Recommendation: Staff recommends that the City Council: |
1. Approve the Special Event Application for the School of Rock Palos Verdes Spring Showcase, to be held on Saturday, June 6, 2026, at Lunada Bay Plaza, from 10:00 a.m. to 8:00 p.m., with event setup beginning at 6:00 a.m. and cleanup completed by 10:00 p.m.; and
2. Require the applicant to comply with all conditions imposed by the City of Palos Verdes Estates and Los Angeles County Fire Department
| 6. | ZTA-001-26: ADOPTION AND SECOND READING OF AMENDING PALOS VERDES ESTATES MUNICIPAL CODE CHAPTER 18.45 (ACCESSORY DWELLING UNITS) TO COMPLY WITH RECENT CHANGES IN STATE LAW REGARDING ACCESSORY DWELLING UNITS (ADUs) AND JUNIOR ACCESSORY DWELLING UNITS (JADUs); AND FINDING THE ACTION TO BE EXEMPT FROM CEQA Recommendation: Staff recommends that the City Council adopt Ordinance No. 772 entitled: AN ORDINANCE AMENDING PALOS VERDES ESTATES MUNICIPAL CODE CHAPTER 18.45 (ACCESSORY DWELLING UNITS) RELATING TO ACCESSORY DWELLING UNITS (ADUs) AND JUNIOR ACCESSORY DWELLING UNITS (JADUs) TO COMPLY WITH THE RECENT CHANGES IN STATE LAW AND FINDING THE ORDINANCE TO BE EXEMPT FROM CEQA |
| 7. | ADOPT A RESOLUTION TO APPROVE THE PLANS AND SPECIFICATIONS FOR THE FISCAL YEAR 2025-2026 ANNUAL MISCELLANEOUS INFRASTRUCTURE REPAIRS PROJECT (PW-719-25); AWARD A CONSTRUCTION CONTRACT TO MIKE BUBALO CONSTRUCTION CO., INC. IN THE AMOUNT OF $748,205; APPROPRIATE AND ALLOCATE ADDITIONAL FUNDS IN THE AMOUNT OF $489,711 FROM GAS TAX, MEASURE M, MEASURE R AND PROP C FUNDS TO THE PROJECT; APPROVE ADDITIONAL CONSTRUCTION EXPENDITURES NOT TO EXCEED $74,821 WHICH IS APPROXIMATELY 10% OF THE CONSTRUCTION CONTRACT AMOUNT; AUTHORIZE THE CITY MANAGER TO EXECUTE ALL CONTRACT DOCUMENTS; AND AUTHORIZE THE CITY CLERK TO RECORD THE NOTICE OF COMPLETION UPON ACCEPTANCE OF THE WORK BY THE PUBLIC WORKS DIRECTOR Recommendation: Staff recommends that the City Council adopt the Resolution to: |
1. Approve the plans and specifications for the Fiscal Year (FY) 2025-2026 Annual Miscellaneous Infrastructure Repairs Project (City Project No. PW-719-25);
2. Award a construction contract to Mike Bubalo Construction Co, Inc. in the amount of $748,205;
3. Appropriate and allocate additional funds in the amount of $489,711 from Gas Tax, Measure M, Measure R, and Prop C Funds to the project;
4. Approve additional construction expenditures not to exceed $74,821, which is approximately 10% of the construction contract amount;
5. Authorize the City Manager to Execute all Contract Documents; and
6. Authorize the City Clerk to Record the Notice of Completion upon Acceptance of the Work by the Public Works Director.

| 8. | CONDUCT PUBLIC HEARING AND CONSIDERATION OF AN INFORMATIONAL REPORT AND PRESENTATION REGARDING THE STATUS OF VACANCIES AND RECRUITMENT EFFORTS, PURSUANT TO ASSEMBLY BILL 2561 Recommendation: Staff recommends that the City Council conduct a public hearing and receive a presentation regarding the status of vacancies and recruitment and retention efforts. |
NEW BUSINESS
| 9. | APPROVAL OF AN EASEMENT AND TEMPORARY CONSTRUCTION LICENSE AGREEMENT WITH CALIFORNIA WATER SERVICE COMPANY FOR CONSTRUCTION OF A NEW 1-MILLION-GALLON WATER STORAGE TANK ON CITY PROPERTY Recommendation: Staff recommends that the City Council adopt Resolution R26-14 approving an Easement and Temporary License Agreement between the City of Palos Verdes Estates and California Water Service Company (Cal Water) to allow construction, operation, and maintenance of a new 1-million-gallon water storage tank and authorize the City Manager to execute all necessary documents. |
