Copies of the staff reports or other written documentation relating to each item of business referred to on the agenda are on file in the office of the City Clerk and are available for public inspection. If applicable, materials related to an item on this agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the City Clerk's office during normal business hours. Any person having any question concerning any agenda item may call the City Clerk to make inquiry concerning the item. Upon request, the agenda and documents in the agenda packet can be made available in appropriate alternative formats to persons with a disability in compliance with the Americans with Disabilities Act. Please contact the City Clerk at 310-378-0383, at least 48 hours prior to the meeting to request a disability-related modification or accommodation.
The City Council welcomes and encourages public participation at the Council meetings; however, to allow for the orderly progression of business, each person wishing to comment or make a presentation shall be limited to up to three (3) minutes. Anyone wishing to address the City Council is requested to fill out a green speaker's card available at the entry of the meeting room. The card permits the City to identify persons for purposes of City Council minute preparation. Please see specific agenda sections below for any other requirements related to meeting participation. The City Council, at the direction of the Mayor with concurrence of the Council, may modify the order of items shown on the agenda.
This portion of the agenda is reserved for comments from the public on items which are NOT on the agenda. Due to state law, no action can be taken by the Council this evening on matters presented under this section. If the Council determines action is warranted, the item may be referred to staff or placed on a future Council agenda.
1. APPROVAL OF WARRANTS
Recommendation: Staff recommends that the City Council review and approve the August 12, 2025, August 26, 2025, and September 9, 2025, Warrant Registers.
2. RECEIVE AND FILE FINANCIAL STATEMENTS FOR THE PERIOD ENDING JUNE 30, 2025.
Recommendation: Staff recommends that the City Council receive and file the financial statements for the month ending June 30, 2025.
3. CITY COUNCIL MEETING ACTIONS
Recommendation: Staff recommends that the City Council approve the minutes for the July 22, 2025, Regular and Special Meetings.
4. CONSIDERATION OF APPROVAL OF AMENDMENT NO. 1 TO THE AGREEMENT FOR FISCAL YEAR 2024-2025 AUDIT ASSISTANCE SERVICES WITH LSL, LLP INCREASING COMPENSATION BY $75,000
Recommendation: Staff recommends that the City Council approve Amendment No. 1 to the Agreement for Fiscal Year 2025 audit assistance services with LSL, LLP in an amount not to exceed $325,000.
5. CONSIDERATION OF ADOPTION OF THE 2025 CITYWIDE SEWER MASTER PLAN (SMP) UPDATE
Recommendation: Staff recommends that the City Council approve a resolution adopting the 2025 Citywide Sewer Master Plan (SMP) update.
6. CONSIDERATION OF A JOINT PENINSULA CITIES LETTER TO GOVERNOR GAVIN NEWSOM REQUESTING AN EXPANSION OF EXECUTIVE ORDER N-32-25 TO INCLUDE THE PALOS VERDES PENINSULA IN SUSPENDING SB 9 APPLICATIONS WITHIN VERY HIGH FIRE HAZARD ZONES
Recommendation: That the City Council authorize the Mayor to sign the attached letter to Governor Gavin Newsom Letter of Support to expand Executive Order N-32-25 to include the Palos Verdes Peninsula region in suspending SB 9 applications within Very High Fire Hazard Severity Zones.
7. CONSIDERATION OF DIRECTION ON A CONCEPTUAL AGREEMENT WITH LSL TO PROVIDE FINANCE DEPARTMENT LEADERSHIP AND ADVISORY SERVICES
Recommendation: Staff recommends that the City Council consider the following options: 1) Provide direction to staff on a new agreement with LSL to provide Finance Department Leadership and Advisory Services 2) Authorize the Mayor and City Attorney to execute an agreement with LSL for those services.
8. CONSIDERATION OF ADOPTION OF OFFICIAL ZONING MAP
Recommendation: Staff recommends that the City Council approve Ordinance No. 769 adopting the City's Official Zoning Map.
